Of course we naturally assume that this is because of the steam that his body emits during as a reaction to whatever occurred to him, but it might just be that he obtained an early production model from the new no-blink-prevention glasses from Matsunaga.

These glasses have a sheet attached that fogs up, preventing the wearer from seeing clear if he does not blink his eyes at least every 5 seconds. While this should be good for gamers and office workers too occupied with what they are doing, I'm sure they should not be worn outside as to prevent various anime like situations.

The frame with the USB chargeable sensor will set one back around 400$.
